Lead in Leather

If your company sells leather or bonded leather, the lead limits established by the Consumer Product Safety Improvement Act apply to your products. The lead in paint and coatings requirement (16 CFR 1303) applies to coatings on bonded and pigmented leathers. Mary joined the CPSC in December 1983, as a textile technologist in the Directorate for Engineering Sciences. In 1986 Ms. Toro transferred to the Office of Compliance, Division of Regulatory Management where she was mainly responsible for products regulated under the Flammable Fabrics Act (FFA). In 1993 she transferred within the Office of Compliance, to concentrate her work effort under the Federal Hazard Safety Act (FHSA). Her specific responsibilities included enforcement of regulations and standards under the FHSA and the Consumer Product Safety Act (CPSA) in conjunction with providing advice and guidance to the regulated industry.

In April of 2000 she was promoted to associate director of the Chemical, Clothing, Household Products & Tools Team. In 2008 she became director of the Regulatory Enforcement Division. Her team advises much of the regulated industry on their responsibilities under the seven Acts and the regulations that the CPSC administers and also processes the reports made by companies under Section 15 of the CPSA.
